Where Outcomes Concentrate in War - Pattern, Not Playbook

The 80/20 rule becomes useful in warfare when it stops being a slogan about “elite forces” and becomes a recognition question: where do effects already concentrate - in a few pilots’ tallies, a few commodities, a few nodes, a few engagements - while planners still talk as if effort spreads evenly?

Not every wartime skew is a clean 80 and 20. Some ratios are harsher; some softer; some only appear after the fact in ledgers and claim lists. The durable lesson is the shape: systems under pressure often do not distribute outcomes equally across units, routes, or months.

Vilfredo Pareto’s late-19th-century observation - often summarized as roughly 80% of land owned by about 20% of the population in the Italy he studied - is the usual origin story of what people now call the Pareto principle. Exact historical percentages get retold loosely; the durable lesson is the skew. War is one of the domains where that skew is brutal enough that theorists tried to write equations for it.

This is a pattern guide, not a strategy playbook, not recruiting copy for special operations, and not advice on how to wage war. It is pattern-recognition practice across history, logistics, and combat modeling - with soft claims labeled. Related sustainment lens: 80/20 in logistics.

Force, firepower, and the math of concentration

  1. Lanchester’s square law is a concentration story. In Frederick Lanchester’s early-20th-century combat models, “ancient” duel-style fighting scales roughly with numbers, while “modern” aimed fire lets many engage many - so fighting strength can scale with the square of numbers under the model’s assumptions (Lanchester’s laws). The practical intuition commanders already knew: local superiority can matter more than theater-wide equality. Empiricists have debated how cleanly real battles fit the square law - treat the equations as a lens, not a weather forecast.

    What concentrates? Combat power in local force ratios, not only in global headcount.
    What can we learn? When analyzing a campaign, ask where mass was created or denied - not only who had more troops on paper.

  2. Doctrine keeps rediscovering “decisive points.” From Clausewitz’s center of gravity language to later “Schwerpunkt” talk, military writing returns to the idea that not every objective is equal - a soft, recurring doctrinal pattern, not a single dataset. The risk is sloganizing: calling everything decisive empties the word.

    What concentrates? Operational attention on a few hinges (bridge, capital, airbase cluster, logistics node).
    What can we learn? In any conflict narrative, name the hinge before listing twenty secondary objectives.

  3. Equal fronts are often a political fiction. Resources, weather, and logistics force unequal weight even when maps show many arrows. Pattern, not a universal law: campaigns usually have a main effort whether staffs admit it or not.

Air combat tallies: extreme skew in the ledger

  1. A tiny slice of pilots can match the combined score of thousands. In newly compiled monthly victory data on German WWII fighter pilots, Philipp Ager, Leonardo Bursztyn, and Hans-Joachim Voth report that the top-scoring 110 pilots achieved as many aerial victories as the bottom 4,900 put together (NBER Working Paper 22992, Killer Incentives). That is not a tidy classroom 80/20 sticker. It is a harsher concentration curve in credited kills.

    What concentrates? Aerial victory credits in a thin upper tail of pilots.
    What can we learn? Skill, opportunity, theater, aircraft quality, and survival all interact - the ledger still refuses to be egalitarian.

  2. In an average month, most pilots scored nothing. The same study notes that in an average month, over 80% of pilots failed to score even a single victory, while a minority racked up large monthly totals. War in the air was not “everyone contributes a little each month.”

    What concentrates? Monthly scoring events among a minority of active pilots.

  3. Recognition systems can amplify the skew - and the risk. Ager, Bursztyn, and Voth study status competition around public mentions and medals. Their finding is about incentives and spillovers, not a simple “aces are born” story: public glory can push performance differently across skill groups, sometimes with lethal risk-taking among average pilots. Concentration in outcomes can be socially reinforced, not only mechanically produced.
  4. Allied tallies also refuse equal shares. Standard compilations of U.S. Army Air Forces WWII aerial victory credits commonly note that a few hundred pilots credited as aces (five or more victories) account for on the order of roughly one-third of credited aerial victories, while thousands of other fighter pilots share the remainder - exact shares depend on how shared credits are counted. The point for pattern recognition is directional: a minority of names dominate the scoreboard even when many fly.

    What concentrates? Credits among a minority of pilots.
    What can we learn? Read ace lists as concentration evidence, not only as hero biographies.

Logistics: the war behind the war

  1. A few commodity classes decide whether formations can keep moving and shooting. Fuel (POL) and ammunition repeatedly show up as the commodities whose shortage stops modern mechanized forces cold - a sustainment pattern visible across after-action literature, not a claim that food or medical supply do not matter.   2. The Falklands recovery made the bottleneck explicit. A Japanese NIDS forum paper summarizing British logistics lessons from 1982 notes that the single most difficult logistical issue identified afterward was fuel for all purposes (POL), and that in the land battle ammunition expenditure was about four times the planned rate on average (and about five times for some shell and mortar natures) (NIDS Falklands logistics paper). Plans assumed one consumption curve; reality concentrated demand elsewhere.

    What concentrates? Risk in a few supply classes and in under-forecast expenditure rates.
    What can we learn? When reading a campaign, ask which commodity would end operations first - not only which unit was bravest.

  3. Depots and routes are concentration targets. Centralized fuel and ammunition nodes create efficiency in peacetime and vulnerability in contested logistics - a recurring modern-war pattern discussed in contemporary sustainment writing. Dispersion trades efficiency for survivability; either way, the underlying fact is skew: not every warehouse matters equally.
  4. Time concentrates too. A formation that arrives fueled and stocked for three days of high tempo can matter more than a larger formation that arrives empty. Soft claim: readiness at the hinge moment beats average readiness across a month.

Information, targets, and the ignored majority of “effort”

  1. Intelligence value concentrates on a few questions. Not every report changes a decision. Pattern: a short list of uncertainties (where is the main force, is the bridge intact, will the weather window hold) dominates action, while the inbox fills with low-leverage detail.

    What concentrates? Decision-changing information in a few uncertainties.
    What can we learn? In any high-stakes domain, name the few questions that would change the next move - see also 80/20 in decision-making.

  2. High-value targets are a targeting expression of skew. Doctrine that emphasizes critical nodes (power, C2, air defense, logistics hubs) assumes the enemy system is not uniformly important. Soft, and often oversold - but the recognition skill remains: ask which few nodes, if removed, change the network.
  3. Most activity is not decisive - and that is normal. Patrols, admin moves, and secondary skirmishes fill war diaries. Historians later highlight a minority of engagements and decisions. Pattern recognition means expecting that asymmetry in the archive, not assuming every day was equally “the day.”
  4. Asymmetric forces often aim at attention and logistics, not fair fights. Guerrilla and irregular campaigns frequently try to impose cost on a larger force by forcing it to guard everything - spreading the majority - while striking concentrated vulnerabilities. Try this: spot concentration in one campaign you know

Do not turn this gallery into a twenty-point “how to win” list. Pick three domains from the article (for example: air tallies, a logistics commodity, a decisive geography or node). For each, write:

  • What concentrated (names, numbers, or a clear hinge)
  • What looked equal or busy but carried less weight
  • One recognition note - a sentence you would use when reading the next campaign history

That scavenger hunt is the skill. The examples above are training data. They are not a license to invent “20% of battles decide 80% of wars” without evidence.

Notice the pattern before you sloganize it

None of these ratios are a universal law of war. Air-claim systems differ; logistics curves differ; Lanchester’s square law does not automatically describe every dogfight. The value is noticing that concentration is common - then refusing to analyze conflict as if every unit, every depot, and every pilot contributed the same.

Two misreads that flatten the idea

“War is always exactly 80/20, so elite forces solve everything.”
No. The useful claim is skew, not a sacred ratio and not a recruiting slogan. Ager and colleagues’ pilot data show extreme concentration in credits; they also show incentives and risk. Logistics can concentrate in fuel and shells while infantry still hold ground. Reducing warfare to “fund the top 20%” is how the principle becomes a punchline.

“If I notice concentration, I should optimize every domain at once.”
That recreates the ignored majority as a reading list. The scavenger is three domains, one recognition note each - pattern first, unequal attention second.
